Responsibilities


Major responsibilities of the Department are:

  • Assessment of properties to rates and Government rent under the Rating Ordinance (Cap. 116) and the Government Rent (Assessment and Collection) Ordinance (Cap. 515).
  • Accounting and billing of rates and Government rent.
  • Provision of property valuation services to Government bureaux/departments.
  • Provision of property information to Government bureaux/departments, public bodies and the private sector.
  • Administration of the Landlord & Tenant (Consolidation) Ordinance (Cap.7).
  • Provision of advisory and mediatory services to the public on landlord and tenant matters in respect of residential properties.

The responsibilities by Division of the Department are set out below:

  • Overall administration of the department
Accounting and Billing
  • Accounting and billing of rates and Government rent
  • Departmental accounting
Rating
  • Assessment of new buildings arising from the issue of Occupation Permits/ Letters of Compliance and in Housing Authority estates
  • Re-assessment of new Government rent under Government Leases Ordinance (Cap 40 of the Laws of Hong Kong) upon renewal of Government leases
General Revaluation
  • General Revaluation
  • Proposals for alteration of the Valuation List or Government Rent Roll in respect of industrial, office and domestic properties (except village type houses)
  • Rolling Programme
  • Capital valuation
Urban
  • Rating, Government rent and valuation matters concerning properties on Hong Kong Island and in Kowloon (including New Kowloon)
  • Capital valuation
New Territories
  • Rating, Government rent and valuation matters concerning properties in the New Territories and Outlying Islands
  • Capital valuation
Rural Properties and Tenancy Services
  • Rating, Government rent and related matters concerning village type houses and other rural properties in the New Territories and Outlying Islands
  • Administration of Landlord & Tenant (Consolidation) Ordinance
Special Properties
  • Valuation of special properties, e.g. hotels, cinemas, railways, telecommunications, etc., for rating and other purposes
Computer
  • Operation of existing computer systems
  • Development of new computer systems
Support Services
  • Property information service
  • Professional and technical assistance
  • Liaison with other departments, private bodies and the public
  • Staff development and career counselling
  • Audits and review
