Electronic Bill Presentment and Payment (EBPP)


  1. 1. What is Electronic Bill Presentment and Payment (EBPP)? What are the benefits in using EBPP service for making e-payments?

    It is an electronic bill presentment and payment platform. You can manage, view and pay different e-Bills through this platform. The benefits include: pay on time by scheduling payments; view and pay e-Bills anytime, anywhere; and easy, secure and convenient. Rating and Valuation Department (RVD) is one of the participating merchants joined the EBPP platform. Through the platform, ratepayers can use the EBPP service for receiving e-Bill summaries from and making e-payments to RVD in relating to the Demand for Rates and/or Government Rent of their properties.
  2. 2. How do I subscribe the EBPP service for receiving and making e-payment of Demand for Rates and/or Government Rent?

    You can subscribe the EBPP service via your Internet banking account. Please visit www.hkicl.com.hk for the latest list of EBPP participating banks.
  3. 3. Can I continue to receive paper bills after registering the EBPP service for Demand for Rates and/or Government Rent?

    Yes, you will continue to receive Demand for Rates and/or Government Rent unless you have subscribed to receive e-Bill under our eRVD Bill service and have opted to suppress the receipt of paper demand.
  4. 4. Can I register the EBPP service if I have already subscribed for the e-Bills from RVD?

    Yes, you can. EBPP service provides an additional channel for you to view and pay e-Bills through one platform.
  5. 5. When should I register for EBPP service if I would like to receive e-Bill summaries for my next Demand for Rates and/or Government Rent through EBPP service?

    To allow sufficient time in processing your subscription, you should register on or before 5th of March, June, September or December. We will notify the registered payer in writing for the subscription result of the EBPP service. Besides, your bank will also notify you of the subscription result.
  6. 6. Will I receive the e-Bill summary of Demand for Rates and/or Government Rent via my Internet banking account if there is no amount due?

    No, you will only receive the e-Bill summary of Demand for Rates and/or Government Rent if the “Total Amount Due” stated in the quarterly demand is $1 or above.
  7. 7. Do I need to cancel the registration if I am not willing to receive the e-Bill summaries anymore?

    Yes, you should cancel the registration via your Internet banking account.
  8. 8. Is there any cost for me to use the EBPP service?

    No, it is completely free of charge.
